This course examines the policy, politics, planning, and engineering of transportation systems in urban areas, with a special focus on the Boston area. It covers the role of the federal, state, and local government and the MPO, public transit in the era of the automobile, analysis of current trends and pattern breaks; analytical tools for transportation planning, traffic engineering, and policy analysis; the contribution of transportation to air pollution, social costs, and climate change; land use and transportation interactions, and more. Transportation sustainability is a central theme throughout the course, as well as consideration of if and how it is possible to resolve the tension between the three E's (environment, economy, and equity). The goal of this course is to elicit discussion, stimulate independent thinking, and encourage students to understand and challenge the "conventional wisdom" of transportation planning.

This class is developed around the concept of disobedient interference within the existing models of production of space and knowledge. Modeling is the main modus operandi of the class as students will be required to make critical diagrammatic cuts through processes of production in different thematic registers – from chemistry, law and economy to art, architecture and urbanism – in order to investigate the sense of social responsibility and control over the complex agendas embedded in models that supports production of everyday objects and surroundings. Students will be encouraged to explore relations between material or immaterial aspects and agencies of production, whether they emerged as a consequence of connection of mind, body and space, or the infrastructural, geographical and ecological complexities of the Anthropocene. These production environments will be taken as modeling settings.

This course focuses on national environmental and energy policy-making; environmental ethics; the techniques of environmental analysis; and strategies for collaborative environmental decision-making. The primary objective of the course is to help students formulate a personal theory of environmental planning practice. The course is taught comparatively, with constant references to examples from around the world. It is required of all graduate students pursuing an environmental policy and planning specialization in the Department of Urban Studies and Planning at MIT. This course is the first subject in the Environmental Policy and Planning sequence. It reviews philosophical debates including growth vs. deep ecology, "command-and-control" vs. market-oriented approaches to regulation, and the importance of expertise vs. indigenous knowledge. Emphasis is placed on environmental planning techniques and strategies. The data presented in this article are related to the research article entitled: “Information Strategies for Energy Conservation: A Field Experiment in India” (Victor L. Chen, Magali A. Delmas, Stephen L. Locke, Amarjeet Singh, 2017).The availability of high-resolution electricity data offers benefits to both utilities and consumers to understand the dynamics of energy consumption for example, between billing periods or times of peak demand. However, few public datasets with high-temporal resolution have been available to researchers on electricity use, especially at the appliance-level. In this article, we describe data collected in a residential field experiment for 19 apartments at an Indian faculty housing complex during the period from August 1, 2013 to May 12, 2014. The dataset includes detailed information about electricity consumption. It also includes information on apartment characteristics and hourly weather variation to enable further studies of energy performance. These data can be used by researchers as training datasets to evaluate electricity usage consumption.

This text explores the laws governing the use of land. Sometimes narrowly focused, often intensely local, land use regulation may give the impression of a highly specialized field with small stakes. The text is divided into three parts: (1) First, we will survey the ordinary, local administrative scheme of land use regulation. The cases in this section are intended to establish what that system is and what it’s standards are. (2) In the second part of the course, we will turn our attention to cases illustrating litigation attacks on the ordinary administrative scheme. The purpose here is not, as it was in the first part, to understand better the standards the administrators should apply, but to understand the constraints imposed on the contents of local laws, the procedures of enactment and permitting, and the composition of local lawmaking bodies. (3) In the third part, we focus on the distributive concerns raised by land use regulation. The regulatory takings doctrine has gone from, literally, nothing, to wrestling to disentangle distributive concerns from substantive ones, to trying to craft either rules or standards to identify regulations that go “too far” and should be considered “takings” within the meaning of the Fifth Amendment. We will consider what the doctrine’s purposes are, how it should be governed, and how it should be invoked as a procedural matter.
