The authors believe this free of charge book, Fundamentals of Infrastructure Management, will expand the impact of the material and help improve the practice of infrastructure management. By ‘free of charge,' we mean that the material can be freely obtained, but readers should devote time and effort to mastering the material. We have provided problem assignments for various chapters, and we strongly urge readers to undertake the problems as a learning experience. This book grew out of a decade of co-teaching a course entitled ‘Infrastructure Management' at Carnegie Mellon University. Our teaching philosophy was to prepare students for work in the field of infrastructure management. We believe that infrastructure management is a professional endeavor and an attractive professional career. The book is co-authored by two accomplished engineers - each representing professional practice, academic research and theoretical evaluation. Their collective strengths are presented throughout the text and serve to support both the practice of infrastructure management and a role for infrastructure management inquiry and search. Importantly, both co-authors have academic research interests (and a number of research publications) on various topics of infrastructure management. That said, the primary audience for this book is expected to be professionals intending to practice infrastructure management, and only secondarily individuals who intend to pursue a career of research in the area. The text draws examples and discusses a wide variety of infrastructure systems, including roadways, telecommunications, power generation, buildings and systems of infrastructure. We have found that some common fundamentals of asset management, analysis tools and informed decision-making are useful for a variety of such systems. Certainly, many infrastructure managers encounter a variety of infrastructure types during their professional careers. Moreover, due to the functional inter-dependencies of different infrastructure systems, it is certainly advantageous for managers of one infrastructure type to understand other types of infrastructure. For example, roadway managers rely upon the power grid for traffic signal operation.

Electricity is generated at Lamma Power Station located at Po Lo Tsui of Lamma Island. The power station has a total installed capacity of 3,737MW made up of three 250MW coal-fired units, five 350MW coal-fired units, one 55MW gas turbines, four 125MW gas turbines, one 335MW combined cycle unit, one 345MW combined cycle unit, one 800kW wind turbine and one 1MW solar power system. Lamma Power Station provides a safe and reliable supply of electricity for more than 570,000 customers on Hong Kong Island and Lamma Island, and contributes to HK Electric’s world class reliability of more than 99.999%. Following the opening of Hong Kong's first wind power station, Lamma Winds, in 2006, an extension to the power station that burns the more environmentally friendly natural gas became operational the same year. In line with Government policy that aims to increase the use of gas, gas-fired generation has been increased to over 30% of the total output in 2010 when another gas-fired unit was put on use.

Are you an engineer, scientist or technician? Are you dealing with measurements or big data, but are you unsure about how to proceed? This is the course that teaches you how to find the best estimates of the unknown parameters from noisy observations. You will also learn how to assess the quality of your results. TU Delft’s approach to observation theory is world leading and based on decades of experience in research and teaching in geodesy and the wider geosciences. The theory, however, can be applied to all the engineering sciences where measurements are used to estimate unknown parameters. The course introduces a standardized approach for parameter estimation, using a functional model (relating the observations to the unknown parameters) and a stochastic model (describing the quality of the observations). Using the concepts of least squares and best linear unbiased estimation (BLUE), parameters are estimated and analyzed in terms of precision and significance. The course ends with the concept of overall model test, to check the validity of the parameter estimation results using hypothesis testing. Emphasis is given to develop a standardized way to deal with estimation problems. Most of the course effort will be on examples and exercises from different engineering disciplines, especially in the domain of Earth Sciences. This course is aimed towards Engineering and Earth Sciences students at Bachelor’s, Master’s and postgraduate level.
