International Studies 164: Iraq Reconstruction cross listed as Political Science 159: Iraq Reconstruction Iraq is an in-conflict country. Its people live under foreign occupation and experience daily confrontations and hostilities. The country is politically unstable, nationally fragmented, and deeply divided along sectarian lines. The involvement of Iraq in several wars since 1979, thirteen years of international sanctions, and its occupation by the U.S. and its allies since April 2003 have left a physically ravaged and socially fragmented country. In this context, Iraq represents in-conflict countries such as Afghanistan, where conflict prevails and determines the social, political, and economic life of the country and its people. The main objectives of this course are as follows: To provide a brief political history of Iraq; To analyze the prospects of Iraq’s economic development; To discuss the effects of external interventions on Iraqi society; To offer students theoretical and practical tools to understand the politics behind grand projects of post-conflict and in-conflict countries reconstructing and nation-building; To present and discuss in depth diverse perspectives on the reconstruction of Iraq through a variety of lenses.

This video was recorded at Workshop on Advanced IT Solutions and Competitiveness of SMEs, Lviv 2006. It is generally recognized that the competitiveness of SMEs in the present-day business environment ultimately relies upon effective implementation of the most up-to-date information technologies. However, the Ukrainian IT space is characterized with highly noticeable information gap between IT-saturated export-oriented software development companies and ordinary businesses or governmental agencies. The seminar has provided perfect platform for the interaction between local SMEs, communicating their IT needs, and IT service providers like Intellias, briefing on their enterprise-based IT offerings. The seminar has assembled insightful speakers from Ukrainian and international IT companies, as well as representatives from research institutions, consulting firms and IT experienced SMEs. The case studies from Western Ukrainian companies, possessing experience in implementation of IT solutions in industrial process, have illustrated emerging difficulties in aligning IT automated process with qualifications and professional level of the involved personnel. The practical aspects of introducing ERP systems for optimization of production process have been presented by Vitaly Pyasetsky (Lvivkholod public corporation) and Andriy Tsehelyk (Enzyme joint-stock company). The discussion has further focused on the international experience of the implementation of the information technologies as well as networking and partnership practices. Valuable contributions to the topic has been made by Maria-Luisa Sanseverino E4 Project Coordinator from Centro Ricerche Fiat and Patric Sitek from Bremen Institute of Industrial Technology and Applied Work Science. Particular emphasis has been placed on the E4 Project: Extended Enterprise Management in Enlarged Europe including collaboration initiatives and close involvement of the Eastern European enterprises within its framework. The discussion has been reinforced by the case study on Ivano Frankivsk business portal, assembling best practices from abroad business development agencies.

Imagine that you are a bank and a main part of your daily business is to lend money. Unfortunately, lending money is a risky business – there is no 100% guarantee that you will get all your money back. If the borrower defaults, you will face losses in your portfolio. Or, in a bit less extreme scenario, if the credit quality of your counterparty deteriorates according to some rating system, the loan will become more risky. These are typical situations in which credit risk manifests itself. According to the Basel Accord, a global regulation framework for financial institutions, credit risk is one of the three fundamental risks a bank or any other regulated financial institution has to face when operating in the markets (the two other risks being market risk and operational risk). As the 2008 financial crisis has shown us, a correct understanding of credit risk and the ability to manage it are fundamental in today’s world. This course offers you an introduction to credit risk modelling and hedging. We will approach credit risk from the point of view of banks, but most of the tools and models we will overview can be beneficial at the corporate level as well. At the end of the course, you will be able to understand and correctly use the basic tools of credit risk management, both from a theoretical and, most of all, a practical point of view. This will be a quite unconventional course. For each methodology, we will analyse its strengths as well as its weaknesses. We will do this in a rigorous way, but also with fun: there is no need to be boring.

This course focuses on national environmental and energy policy-making; environmental ethics; the techniques of environmental analysis; and strategies for collaborative environmental decision-making. The primary objective of the course is to help students formulate a personal theory of environmental planning practice. The course is taught comparatively, with constant references to examples from around the world. It is required of all graduate students pursuing an environmental policy and planning specialization in the Department of Urban Studies and Planning at MIT. This course is the first subject in the Environmental Policy and Planning sequence. It reviews philosophical debates including growth vs. deep ecology, "command-and-control" vs. market-oriented approaches to regulation, and the importance of expertise vs. indigenous knowledge. Broadly speaking, functional programming is a style of programming in which the primary method of computation is the application of functions to arguments. Among other features, functional languages offer a compact notation for writing programs, powerful abstraction methods for structuring programs, and a simple mathematical basis that supports reasoning about programs. Functional languages represent the leading edge of programming language design, and the primary setting in which new programming concepts are introduced and studied. All contemporary programming languages such as Hack/PHP, C#, Visual Basic, F#, C++, JavaScript, Python, Ruby, Java, Scala, Clojure, Groovy, Racket, … support higher-order programming via the concept of closures or lambda expressions. This course will use Haskell as the medium for understanding the basic principles of functional programming. While the specific language isn’t all that important, Haskell is a pure functional language so it is entirely appropriate for learning the essential ingredients of programming using mathematical functions. It is also a relatively small language, and hence it should be easy for you to get up to speed with Haskell. Once you understand the Why, What and How that underlies pure functional programming and learned to “think like a fundamentalist”, we will apply the concepts of functional programming to “code like a hacker” in mainstream programming languages, using Facebook’s novel Hack language as our main example. This course assumes no prior knowledge of functional programming, but assumes you have at least one year of programming experience in a regular programming language such as Java, .NET, Javascript or PHP.

This text explores the laws governing the use of land. Sometimes narrowly focused, often intensely local, land use regulation may give the impression of a highly specialized field with small stakes. The text is divided into three parts: (1) First, we will survey the ordinary, local administrative scheme of land use regulation. The cases in this section are intended to establish what that system is and what it’s standards are. (2) In the second part of the course, we will turn our attention to cases illustrating litigation attacks on the ordinary administrative scheme. The purpose here is not, as it was in the first part, to understand better the standards the administrators should apply, but to understand the constraints imposed on the contents of local laws, the procedures of enactment and permitting, and the composition of local lawmaking bodies. (3) In the third part, we focus on the distributive concerns raised by land use regulation. The regulatory takings doctrine has gone from, literally, nothing, to wrestling to disentangle distributive concerns from substantive ones, to trying to craft either rules or standards to identify regulations that go “too far” and should be considered “takings” within the meaning of the Fifth Amendment. We will consider what the doctrine’s purposes are, how it should be governed, and how it should be invoked as a procedural matter.

Working adults are entering MBA programs in increasing numbers. Some matriculating professionals have difficulty meeting the competitive rigors of business school life for a variety of reasons. One solution to these challenges is to provide learning support systems geared toward individual student backgrounds and interests. The purpose of this paper is to illustrate a screening process for delivering content in a non-residential MBA program for two diverse academic disciplines: organizational management and accounting. The results show that analytical-based classification techniques can effectively identify marginal students for the purpose of providing additional learning resources. The analysis further shows that intelligent tutors can deliver customized Web-based content at a time convenient to the working professional.

Starting in 1851, The New York Times has always catalogued its archival articles using a controlled vocabulary of people, places, organizations and descriptors. In 2009 The New York Times started publishing this vocabulary as linked data using semantic web standards. In 2011 The Times announced the launch of several RESTful Semantic APIs. And in late 2012 and early 2013, The Times will migrate its entire process for vocabulary management to a system designed around the principles of Linked Data. In my remarks, I will survey the history of Semantic publishing at The New York Times, outline our semantic strategy, detail the business-case for linked data at The Times and provide an in-depth explanation of our new vocabulary management system.
