Smart City Portal

The Smart City Blueprint for Hong Kong Portal is the official government platform detailing the Hong Kong Special Administrative Region’s strategic framework and digital transformation roadmap for urban development. Spearheaded by the Innovation, Technology and Industry Bureau (ITIB) in collaboration with the Office of the Government Chief Information Officer (OGCIO), the portal maps out over 130 smart city initiatives across six fundamental pillars: Smart Mobility, Smart Living, Smart Environment, Smart People, Smart Government, and Smart Economy. It details major infrastructure deployments including iAM Smart (single digital identity platform), Next Generation Government Cloud, Big Data Analytics Platform, 5G cellular network expansion, BIM (Building Information Modelling), intelligent transport systems, and spatial data infrastructure (CSDI). The site provides access to progress reports, policy updates, open data APIs, pilot projects, and urban innovation metrics designed to build a world-class, sustainable, and resilient smart metropolis. Serving as an essential open educational resource, this portal delivers primary municipal strategy documents, urban technology frameworks, and civic digital policy data for undergraduate and postgraduate students, urban planners, civil engineers, computer scientists, public policy analysts, and smart city architects studying municipal technology integration, IoT deployment, and digital governance.
