ASEAN Medical Device Directive

The ASEAN Medical Device Directive (AMDD) is a landmark regional treaty and regulatory convergence framework adopted by the ten Member States of the Association of Southeast Asian Nations (ASEAN). Designed to harmonize medical device regulations, reduce technical barriers to trade, and protect public health, the AMDD establishes standardized definitions, safety criteria, and pre-market approval processes across the region. The directive codifies a risk-based classification system (Classes A to D, ranging from low to high risk) aligned with Global Harmonization Task Force (GHTF) principles, alongside the Essential Principles of Safety and Performance for Medical Devices. Central to the AMDD is the implementation of the Common Submission Dossier Template (CSDT), which standardizes technical documentation requirements for product registration across member authorities. The treaty also mandates robust post-market surveillance systems, adverse event reporting, and quality management systems based on ISO 13485 standards. Serving as an essential open educational resource, this legal directive delivers primary international regulatory standards, trade compliance frameworks, and medical safety provisions for undergraduate and postgraduate students, biomedical engineers, regulatory affairs specialists, health law scholars, and global supply chain managers studying Southeast Asian healthcare regulation, medical technology compliance, and regional economic integration.
