Thematic Report on Community Support and Health Services

The Thematic Report on Community Support and Health Services is a thematic research publication produced under the Jockey Club Age-friendly City Project, initiated and funded by The Hong Kong Jockey Club Charities Trust in collaboration with research teams across major Hong Kong universities. Grounded in the World Health Organization’s (WHO) Age-friendly Cities framework, this report evaluates the accessibility, affordability, availability, and quality of community-based healthcare and social support services available to Hong Kong's aging population. Based on empirical data from extensive quantitative surveys and qualitative focus groups across local districts, the study examines key components of the primary healthcare and eldercare systems, including District Health Centres, public outpatient clinics, elderly day care facilities, home care services, and residential care support. The report identifies key systemic challenges, such as long waiting times, service fragmentation, financial constraints, and caregiver burden, while highlighting successful community care models and primary health initiatives. Offering actionable policy recommendations and practical service design strategies for public health authorities, medical professionals, and social service organizations, this open-access report serves as a vital resource for scholars, students, social workers, healthcare administrators, and policymakers in gerontology, public health, social work, and healthcare management.
