Construction 2.0 - Time to Change

Published by the Development Bureau (DEVB) of the HKSAR Government (formerly managed under the Project Cost Management Office, now Project Strategy and Governance Office - PSGO), this major policy manifesto outlines the strategic blueprint and transformation roadmap for Hong Kong's construction industry. Responding to core sector challenges—including high capital costs, severe aging workforce shortages, stagnant productivity, safety risks, and mega-project delivery incidents—the policy establishes the Construction 2.0 framework built upon Three Key Pillars: (1) Innovation (promoting Modular Integrated Construction - MiC, Building Information Modeling - BIM, digital twin technologies, automated site supervision, and the HK$1 Billion Construction Innovation and Technology Fund - CITF); (2) Professionalisation (upgrading project leadership via the Centre of Excellence for Major Project Leaders, enhancing NEC collaborative contracting, quality assurance, and procurement governance); and (3) Revitalisation (attracting young talent, modernizing site image, and strengthening industry agility). It is a seminal policy reference for civil engineers, quantity surveyors, project managers, construction executives, public procurement officers, and university students studying construction management, infrastructure policy, and industrial transformation in Hong Kong.
