Research Report on Future Development of Retirement Protection in Hong Kong:Executive Summary
This executive summary presents the key findings and policy recommendations of the landmark Study on Retirement Protection in Hong Kong, commissioned by the Commission on Poverty (CoP) and conducted by an independent research team led by Professor Nelson Chow Wing-sun of the University of Hong Kong. Submitted to the Legislative Council (LegCo) Panel on Welfare Services Subcommittee on Retirement Protection in August 2014, the document evaluates Hong Kong's multi-pillar retirement protection framework in light of rapid population aging and structural economic shifts. The summary systematically analyzes several major retirement protection proposals put forward by political parties, academic groups, and civil society organizations. It assesses these options across multiple critical criteria: target eligibility, financial sustainability, long-term fiscal impact on public coffers, economic consequences, and poverty alleviation efficacy. Furthermore, the document outlines the research team's proposed policy direction, including the proposal for a universal age-old pension scheme ("Demogrant") alongside enhancements to the Mandatory Provident Fund (MPF) and social security safety nets. Serving as an essential primary policy document, this open-access resource is vital for students, researchers, and policymakers in public policy, social work, economics, and Hong Kong studies.
